Greek lottery and betting operator OPAP will appeal the decision of Greece’s Council of State that invalidated the sports betting license issued by the Hellenic Gaming Commission (HGC). Greece’s highest administrative court said that HGC had no authority to allow OPAP to skip the licensing process that its private industry counterparts were forced to comply with. As a response to the decision, OPAP said the Council’s decision was “in direct contrast to a series of past actions by the Greek state” and that they are now “evaluating how to pursue the protection of its interests by all legal means.” It also allayed fears of its investors, saying that online sports betting revenue is just “below 1%” of its total revenue.
