The Story

The Netherlands' highest administrative court has ordered the government to reconsider the granting of a single numbers lottery license monopoly to Lotto BV.

Lotto BV stands to lose its lottery license.

The Council of State declared that the government has to justify Lotto BV's favored status, saying that its products are not different from those being offered by six other licensed charity lottery operators. Lotto BV has been enjoying its monopoly over lotteries, scratch cards and sports betting since 1964. The decision of the Council will likely embolden other companies to bid for the right to offer single numbers lottery.
