The Story

Paraguay’s Office of the Comptroller General of the Republic (CGR) has identified red flags in the awarding of a monopoly gambling concession to Daruma Sam SA by the Conajzar (National Gaming Commission).

 

What are these red flags?

Some of the “irregularities” that were raised include the disqualification of the sole competitor of Daruma in the bidding due to an alleged failure to submit certain financial documents. Also, Daruma President Manuel Lugo’s closeness with an adviser of Paraguyan President Horacio Cartes was also seen as a factor on why the sports betting operator got the concession.

 

But the CGR has no muscles to flex

CGR chief Enrique Garcia admitted that his office has no formal enforcement powers to prevent the concession being awarded. Garcia is not discounting the possibility that Conajzar chief Javier Balbuena could still face charges in court for giving the concession to Daruma.
