The talks between the Federal Communications Commission and communications companies to establish a footprint for net neutrality have fallen apart, leaving the federal agency with no tangible proposals to send to Congress. Meanwhile, Google and Verizon have taken matters into their own hands, reportedly establishing the ground rules of an unregulated two-tiered system of traffic over wireless networks.
