The folks who negotiated Taiwan Sports Lottery Corp.’s contract opted to give the government a percentage of projected, rather than actual, revenues. How could that possibly go wrong? Well, first they had a late start opening for business. Then, when Taiwanese sports bettors discovered they could only place parlay bets with the Corp., they chose to bet with underground bookies instead.
