California’s state legislature closed out its current session this week, but before retiring to the bar, elected officials somehow managed to get their horse racing bill onto Gov. Schwarzenegger’s desk. The bill, which underwent enough changes during its lifespan to be dubbed ‘whack-a-mare’ by editorial wags, would allow exchange wagering for the first time, and that fact alone has opponents threatening to hang around outside the gates of Arnold’s estate honking their horns until he vetoes the bill.
