Melco CEO Lawrence Ho's assertion that junkets will not operate in its newest hotel can be interpreted in various ways that are beneficial for the company. For one, it shows that the casino operator respects government policy on capital controls. Second, it also calms the company's shareholders who are worried in staying in such a volatile segment. Last, and more importantly, authorities will be turning a blind eye on its affairs on the presumption that Melco is operating aboveboard.
