  Japan’s long wait only became longer

Japan won’t see any casino complex rising anytime soon as the Integrated Resorts (IR) Implementation bill won’t be up for legislative debate until 2018.

 

What is the cause of the delay?

There are two causes for the delay in releasing the IR implementation bill. First, the outline of the bill won’t be made public before August, according to a senior official at the Office of Integrated Resort Regime Promotion. The second cause can be attributed to the extended period where the public can comment on the bill’s content. Japanese media reports said the public’s period to comment would likely extend until the end of 2017.

 

But this was not the timeline previously announced by Prime Minister Shinzo Abe.

It isn’t. Abe wanted the bill to be approved by the third quarter of 2017. With this revised timeline, his target has been rendered implausible.

 

Can you clarify why the bill is being referred as “secondary”?

It is because Japan has to approve a second bill that would spell out the casino details following last year’s scrapping of the constitutional ban on casino gambling. The secondary bill would include how many integrated resorts would be permitted and where they would be located.

 

Takeaway

Integrated resorts developers would have to exercise more patience before they can finally get a slice of Asia’s new casino market.
