Controversy mars bidding for $100M/year Texas lottery contract

The Lone Star state has had a lone operator of its state lottery for the past decade, but the decade’s up, and now there are three companies bidding for the lucrative trade. Trouble is, one of the consultants hired by the state to judge the worthiness of the bids just happens to be on the payroll of the company that has been running the operation for the last decade.
