The Story

Philippine police have identified the lone gunman in the Resorts World Manila casino incident which left 38 people dead, including the suspect, as a former government employee who had gambling problems.

 

More details on the suspect, please.

His name is Jessie Javier Carlos, a Filipino national who was fired from his government job in 2014. Police said Carlos had an outstanding bank debt of P4 million (US$80,000) and an undisclosed amount of debt to lenders due to his gambling habits. He was also a big player in cockfighting in his home province, losing up to P1 million per night. Last April 3, the Philippine Amusement and Gaming Corporation (PAGCOR) banned Carlos from entering any Philippine casinos following a request from his family members.

 

So he’s not a terrorist nor a foreigner.

Philippine police have denied claims that Carlos acted on behalf of the Islamic State terrorist group. Carlos’ identification also debunked claims from early reports that the attacker was a foreigner because of his looks.

 

What did trigger the suspect to stage the attack?

The authorities floated the idea that it was PAGCOR’s ban that may have pushed Carlos to embark on his robbery attempt. The Philippine gambling regulator responded, saying it “strictly implements its Code of Practice for Responsible Gaming” in all PAGCOR-run gaming venues.
