The Story

With different versions of the online gambling bill, observers expect a face-off between the members of the state House of Representatives and the Senate in Pennsylvania. And the process of deliberation won’t be a pretty sight.

 

First, let’s see what is in the House version of the bill.

The House Rules Committee has approved an amended version of HB 271, which the state Senate approved last week. The House version of the bill will allow the state’s 12 casino operators to launch online gambling operations under more favorable terms which include the non-limitation of two branded “skins” to online licensees, lower tax on online revenue, and the non-inclusion of a specific “bad actor” clause regarding vendor suitability.  

 

And what about the contentious video gaming terminals (VGT) clause?

The House, unlike the Senate, is on board with the plan to allow 40,000 VGTs in bars, truck stops and other small entertainment venues in the state. The potential of offering VGTs in nursing homes was also removed from the bill.

 

The House deliberation was intense.

A memorable moment in the deliberation was provided by Rep. Mark Mustio after he nearly prompted a fist-fight with a fellow representative over their appearance in an anti-VGT campaign video.

 

What happens next?

The House and the Senate need to meet halfway to pass a legislation on gambling expansion before reaching the June 30 deadline to pass the state budget.

 

Takeaway

So until June 30, expect a lot of bickering in the Pennsylvania legislature before the House and the Senate could pass the online gambling bill.
