The Story

A panel which was formed to help in drafting the Integrated Resorts Implementation bill produced a report that is replete with vague recommendations.

 

What did the “expert” panel say?

The draft report’s vague recommendations include: first, suggesting a limit on the number of visits that Japanese citizens can make in a casino but declining to give an exact number; second, setting a cap on the number of integrated resorts but not quantifying that cap; and third, calling an “upper limit” on the size of the resorts’ gaming floors, but not specifying how large it should be.

 

Surely, there must be some specific steps provided in the report.

For one, the panel recommended a Singapore-style casino entry levy on local residents while no levy will be imposed on international tourists. Another concrete recommendation that the panel reported was its decision to allow foreign visitors to purchase casino chips using their credit cards, while Japanese citizens will be limited to cash-only purchases. Also, the panel has pushed for the ban of automatic teller machines on the casino floor, and barring anyone under the age of 20 years old to enter casinos.

 

Takeaway

The vague recommendations by the panel of experts reflect the hesitation of Japan’s legislators to pass the IR Implementation bill through the Diet, especially since the Japanese public is still grappling with the ill effects of problem gambling.
