The FBI has told a congressional committee that unregulated internet poker games can be manipulated. They discussed the ways in which one can get around the rules and touched on the idea of player collusion. Preventing cheating is much more difficult in an unregulated setting, so this kind of information is helpful to those who are pushing for legalization.
