Gov. Quinn of Illinois last week awarded their lottery’s private management contract to the Northstar Lottery Group, which is made up of three current vendors to the Illinois Lottery – Gtech, which supplies technology, Scientific Games, which supplies the games, and Energy BBDO/Chicago, the current ad agency of record – beating competition from Intralot and the Camelot Group. Camelot, and Intralot have taken particular exception to the awarding of the contract to Northstar.
Arthur himself has written a strongly worded letter using only the best traditional scroll to protest against the awarding as the two losing bids were only given certain crucial information days before the submission date. This also added to the already well know fact that Northstar’s status as an insider meant it had a leg up over the competition.
State attorney in the Department of Revenue, George Logan, will initially review the protests before the two companies can request a further judicial review by the Illinois courts.
